University of Turbat Quality Circle (UTQC) Holds its Inaugural Meeting October 25, 2024

The University of Turbat Quality Circle (UTQC) held its inaugural meeting under the chairmanship of the Vice Chancellor, on October 25, 2024, at the university conference room. The meeting was attended by nearly all UTQC members and stakeholders. In his welcome address, the university Vice-Chancellor, Prof. Dr. Jan Muhammad highlighted the principle “Quality is everyone’s responsibility” from the Higher Education Commission (HEC) Revamped Quality Assurance Framework; Precepts, Standards, and Guidelines (PSG) 2023.

The Vice-Chancellor stated that his administration is taking concrete steps to ensure quality across all university affairs, enhance employee capacity, involve all stakeholders in decision-making, and implement sustainable improvement processes. He added that due to the collective efforts of the administration and academic staff, the university is on the right path toward achieving its goals and objectives. He emphasized that the University of Turbat is committed to foster excellence in both institutional and programmatic quality.

Director Quality Enhancement Cell (QEC), during the meeting, presented six key agenda items. He outlined HEC’s Revamped Quality Framework, which includes PSG 2023, the Review of Institutional Performance and Enhancement (RIPE), and the Programme Review for Effectiveness and Enhancement (PREE). The UTQC formally adopted HEC’s Terms of Reference (TOR) for both UTQC and QEC, establishing these standards as guiding documents for quality assurance at the university.

During the meeting, the UTQC approved the Roadmap for Continuous Quality Improvement (CQI), which mandates four UTQC meetings per year. Various committees were formed to support the PSG 2023’s implementation, including a committee that is responsible for drafting the “University of Turbat Continuous Quality Improvement Policy,” aligned with the PSG 2023 framework.

As part of the self-assessment process under RIPE, UTQC formed two specific committees: one tasked to prepare or update the Institutional Progress Report (IPR) and another to monitor the follow-up on IPR. The QEC was also directed to initiate the Self-Assessment Report (SAR) cycle, in alignment with HEC’s revamped quality assurance framework.

The meeting concluded with a presentation of the QEC’s progress report and scorecards, which received positive feedback from UTQC members. The Vice-Chancellor, in his closing remarks, expressed gratitude to all participants, reaffirming the institution’s dedication to continuous quality enhancement in alignment with national standards and HEC’s objectives.
