UoT’s Finance and Planning Committee Emphasizes Financial Transparency and Revenue Diversification

The 16th meeting of the Finance and Planning Committee of the University of Turbat (UoT) was held on October 10, 2025, at the university, chaired by the Vice Chancellor, Prof. Dr. Gul Hasan.
Addressing the members, Prof. Dr. Gul Hasan underscored the importance of good financial management and transparency in achieving institutional sustainability and academic excellence.
The Committee reviewed and approved the actual budget for 2024-25 and the proposed budget for 2025-26, along with other key financial and policy matters. Members also discussed UoT’s financial performance, strategic priorities, transparency in financial disclosures, and future development plans with a particular focus on strengthening fiscal processes and exploring new avenues for revenue generation.

The meeting also deliberated upon and resolved matters related to the university’s medical policy, revised fee structure, and the allocation of front land for commercial development aimed at enhancing revenue generation to support the university’s operational expenditures.
The meeting was attended by Prof. Dr. Abdul Saboor (TI), Dean, Faculty of Literature and Languages, Ganguzar Baloch, Registrar, Shabek Syed, Director Finance, Dr. Riaz Ahmed, Director, Quality Enhancement Cell, and Rehmatullah, Lecturer, Department of Commerce.

Those who attended virtually included Dr. Mansoor Ahmed, Pro Vice Chancellor, Ruqia Mirwani, Faculty Member, Department of Education, Bashir Ahmed, Public Finance Management Specialist, Finance Department, Government of Balochistan, Ms. Samina Durrani, In-charge/Director Finance, Higher Education Commission, and a representative of the Higher Education Department, Government of Balochistan. Dr. Kamal Ahmed attended the meeting as a special invitee.
Members particularly emphasized the university’s long-term goals of academic excellence, infrastructural growth, and institutional sustainability. A committee headed by the Director, Planning and Development, was constituted to work on various proposals aimed at enhancing the university’s own resources through new revenue streams, including market-oriented skill-based courses and the commercial utilization of available assets.

After a detailed discussion on the financial challenges faced by the university over the past three years, the Vice Chancellor requested the representatives of the Finance Department, Government of Balochistan, and the Higher Education Commission (HEC) to allocate the required funds to this emerging university to help it overcome the current financial constraints. The representatives expressed their willingness to support the university and to provide funds for meeting its operational needs.
