UoT Eighth Senate Meeting Sets Financial Priorities for the University’s Continued Growth and Development

The Governor Balochistan and Chancellor of the University of Turbat (UoT), Shaikh Jafar Khan Mandokhail, emphasized the need for serious measures to prevent brain drain. He highlighted that providing necessary facilities and ensuring timely salary payments are critical to retaining highly qualified and experienced PhD scholars in public-sector universities. He cautioned that brain drain could adversely affect the quality of education, research output, and the university's ability to increase enrollment.

Governor Mandokhail expressed these views while presiding over the eighth Senate meeting of the University of Turbat held at the Governor's House in Quetta on December 3, 2024. He commended the performance of the Vice Chancellor of the University of Turbat, Professor Dr. Gul Hassan, and his team and urged them to take further initiatives to enhance university academic standards.

Governor Mandokhail remarked that while the University of Turbat's performance in terms of both quality and quantity is commendable, there is still room for improvement. He said that quality education is a powerful tool to transform the lives of people and shape a brighter future. He reiterated that a university is not merely a place for learning but also a hub for innovative ideas, groundbreaking research, and solutions to collective challenges. The Governor also acknowledged the financial challenges faced by the university and called for measures to achieve stability reducing unnecessary expenses and allowances.

Dr. Gul Hassan briefed the meeting about the initiatives and priorities he has undertaken since assuming office as Vice Chancellor, aimed at elevating the University of Turbat to new heights of excellence. These priorities include enhancing capacity building for faculty, staff, and students, securing research funding to promote innovation and academic growth, ensuring good governance and financial stability, maintaining academic freedom while upholding merit and transparency in university affairs, digital transformation across the institution, and ensuring the quality and timely completion of ongoing development projects. Dr. Gul Hassan emphasized his commitment to these goals as essential for the university's progress and sustainability. He expressed his gratitude to the Honorable Chancellor and all esteemed members of the Senate for their active participation and valuable contributions to the university's growth and development.

The meeting was attended by Justice Shaukat Ali Rakhshani, Judge of the Balochistan High Court, Prof. Dr. Gul Hassan, Vice Chancellor of UoT, Dr. Mansoor Ahmed, Pro-Vice-Chancellor of UoT, Hashim Khan Ghilzai, Principal Secretary to the Governor Balochistan, Engineer Farooq Ahmed Bazai, representatives from the Higher Education Commission, Prof. Dr. Akram Dost, former Dean at the University of Balochistan, Prof. Dr. Manzoor Baloch, Chairperson of the Brahui Department at the University of Balochistan, Prof. Dr. Nazir Hussain, former Dean at Quaid-i-Azam University, Islamabad, Prof. Dr. Zahid Rauf, Registrar at BUITEMS, Prof. Dr. Mumtaz Akhtar, Dean at the University of Management and Technology, Lahore, Dr. Waseem Barkat, Acting Dean at UoT, Dr. Tahir Hakeem, Associate Professor at UoT, Dr. Kamal Ahmed, UoT Project Coordinator, Shabeek Syed, UoT Director Finance, and Ganguzar Baloch, Registrar UoT. Additionally, officials from the Education and Finance Departments of the Government of Balochistan were also present on the occasion.

Several decisions were made during the Senate meeting, based on recommendations and suggestions of its members. In addition to confirming the minutes and the action taken report of the previous Senate meeting, the august body also discussed and resolved matters related to the 2024-25 budget and revised expenditures for the year 2023-24. The meeting also deliberated and resolved several agenda items, including, the powers and functions of the Senate, as outlined in the Balochistan Universities Act 2022, awarding the title of Shaheed to UoT faculty members Dr. Niamatullah Kakar, Dr. Amir Zeb, and Mr. Doda Rasheed, who tragically lost their lives in road accidents, revised vision, mission, goals, and core values of University, adoption of the time scale policy issued by the Government of Pakistan for UoT employees in BPS 1–16, 40% hardship allowance for UoT employees on study leave, disparity reduction allowances of 2021 and 2022 for UoT employees in BPS 1–19, MPhil/MS allowance for UoT teaching and administrative staff,  non-practicing allowance for the regular faculty of the Faculty of Law, and establishment of a Directorate of Student Affairs at UoT.

These decisions reflect the Senate's commitment to addressing administrative, academic, and financial priorities for the university’s continued growth and development.
